Johnson to announce plans for final step of England’s roadmap out of lockdown

Prime Minister Boris Johnson will set out plans later today for the final step of the Roadmap out of Lockdown in England.

Mr Johnson will announce the Step 4 plans in a televised press conference, while the Health and Social Care Secretary will announce the plans to Parliament.

Next steps on a range of measures are expected to be announced, including on social distancing, the wearing of face coverings and working from home. An update on care home visits is also expected to be announced.

Step 4, the final step of England’s roadmap out of lockdown, is expected to begin on Monday 19 July. The Government’s thinking on this will be announced today, and will then be confirmed on Monday 12 July following a review of the latest data to see if it meets the government’s ‘four tests’.

Ahead of the announcements on Monday, the Prime Minister said;

“Thanks to the successful rollout of our vaccination programme, we are progressing cautiously through our roadmap. Today we will set out how we can restore people’s freedoms when we reach step 4.

“But I must stress that the pandemic is not over and that cases will continue to rise over the coming weeks.

“As we begin to learn to live with this virus, we must all continue to carefully manage the risks from COVID and exercise judgement when going about our lives.”

Exactly what measures Mr Johnson will announce remain unknown, but he is expected to bring to an end or at least heavily loosen rules on social distancing and the wearing of face coverings. A message of personal responsibility and choices is likely to be shared, with the Government wishing to make it clear that coronavirus still very much exists.

Coronavirus cases have risen significantly across England recently, and any further easing of restrictions would likely see cases climb even higher. The link between cases and hospitalisations and deaths is now though weaker as a result of the vaccination programme, which has so far seen 85.8% of adults in England receive at least one vaccine dose.

It is possible that some mitigations may remain in place following the end of any restrictions, though the extent of these remains unknown.

The announcements are only expected to apply to England, with the devolved nations of Scotland, Wales and Northern Ireland following their own seperate plans out of lockdown measures.
